Hiring a fractional executive in Dubai

There are two ways to do this in the Gulf right now and they are genuinely different. Below is the comparison, row by row, with the source and the date under each. Atlas wins 4 rows, loses 2, and draws 2. The two it loses are real, and one of them is the most important question on the page.

Why this page cites dates

A comparison written once and left alone becomes untrue quietly. On 21 August 2026 the legal pages on Fractional | Dubai returned 404 and that was a real difference between the two companies. On 9 September they return two of the most thorough legal pages in this market. Everything below was read off the live sites on the date at the top, and where a row rests on an older reading, the row says so.

Nothing here is inferred. Where a number could not be checked it is absent rather than estimated, including theirs.

Can you see who is on the bench before you speak to anyone?

The whole of what a register is. Everything else on this page is downstream of it.

Atlas

Yes. Every leader has a public page at their own address, with their name, their record, two proofs that resolve and, if they switched it on, their rate band. No account, no form, no call.

Fractional | Dubai

No. Executives are described in aggregate and introduced through a search. You ask, and they come back with names.

Is anybody scored or ranked by an algorithm?

It decides whether the shortlist you get is a judgement somebody will defend, or an ordering you cannot see the inside of.

Atlas

No. Atlas holds no score, rank or fit value against any leader, anywhere. Two greps in the deploy checklist prove it and both come back empty. The register is ordered the same way for everybody.

Fractional | Dubai

Yes, and they say so. Their privacy policy carries a row headed “Matching, scoring and client briefs” covering structured scores against a mandate, and another naming OpenAI and Google as processors used to draft first-pass scores and reasons. A person reviews before a decision.

Is the vetting bar published?

Everyone says vetted. The question is whether they will tell you what it means before you buy.

Six named tests at /standard, including a reference call Atlas makes itself. A rejected leader is told the reason and the reason is stored.

Fractional | Dubai

Not published. Their terms say acceptance is at their discretion and that they are not obliged to give reasons.

Who is the legal entity behind it?

You cannot pay an invoice from a brand. Ask this before anything else.

Atlas

There is not one yet. Atlas has no registered entity and no trade licence, and says so on its own legal pages rather than implying otherwise. Nothing can be invoiced until that changes.

Fractional Global L.L.C.F.Z, a UAE free-zone company, named on their privacy policy and their terms.

Is there a community around it?

A room you can walk into is worth more than a directory, and it is the thing a directory cannot copy.

Atlas

No. Atlas is a register and a brokered introduction. There are no events and there is no room.

Fractional | Dubai

Yes, and it is the strongest thing they have built. Dinners, deep dives, padel, a partners programme. Doc 19 counted 32 event pages on 21 August.

How many executives are there?

It is the number every network leads with and the number worth the least.

Atlas

Atlas does not publish a count and will not. What it publishes is names, and you can count those yourself.

They publish one. Doc 19 found their published network figures disagreeing across live pages on the same day, which is why Atlas does not play this game rather than a claim that theirs is wrong today.

What does it cost?

The difference between one invoice and a subscription is the difference between a fee and a relationship you cannot leave.

One month of the retainer you agree with the leader, once, if an engagement starts. Nothing to read the register, nothing to file a brief, nothing if nobody is hired. Leaders pay nothing ever.

Not published. Their site describes a search rather than a price.

Are the legal pages there, and are they any good?

The first thing a corporate counsel opens, and the fastest read on whether a company is real.

Atlas

Both there. The privacy notice names ten sources of data, four cookies and five processors, and states a retention period against each record.

Both there, and thorough: a processing table with a lawful basis and a retention period per activity, ten suppliers named individually, and an explicit note about their own cookie-consent gap in the UAE.

The row we lose that we cannot argue with

Atlas has no registered entity. Fractional | Dubai is Fractional Global L.L.C.F.Z, a UAE free-zone company, named on their own terms. You cannot pay an invoice from a brand, and until that changes it is a fair reason to go elsewhere. It is on our own legal pages too, because a company that hides its worst fact on a comparison page has told you what the rest of the page is worth.

The row that decides it, if you want one

Whether anybody is scored. Fractional | Dubai runs structured scores against a mandate and uses AI to draft the first pass, and they publish that in their own privacy policy, which is more than most companies doing it will say. Atlas holds no score against any leader anywhere. If a shortlist is going to arrive with three names on it, the question worth asking is whether a person can tell you why those three, and what bar they cleared to be on the list at all.
